In der ersten Phase hat sich das Projekt mit der Frage befasst, inwieweit nationale Erinnerungen kosmopolitisiert werden, d.h. inwieweit die Erinnerungen anderer Nationen in die eigene Erinnerung einbezogen werden und welche politischen wie kulturellen Folgen damit verbunden sind. Entlang der Vertreibungs- und Entschädigungsdebatten in Deutschland, Österreich und Polen wurde gezeigt, dass neue Erinnerungsformen im Entstehen begriffen sind, die über den Nationalstaat hinausgehen und sich auf Europa beziehen. Wie sich vor allem entlang einer gleichzeitigen Renationalisierung von Erinnerung zeigt, verliert der Nationalstaat seine Bedeutung nicht. Diese Dialektik konstruktiver Anerkennung anderer Erinnerung und renationalisierender Exklusion bezeichnen wir als Kosmopolitisierung.
In der zweiten Phase wird ausgehend von diesen Befunden zweierlei in den Blick genommen: Zum einen soll untersucht werden, wie sich der Wandel öffentlicher Erinnerung auf private Formen der Erinnerung auswirkt. Dazu wird das Verhältnis öffentlicher und privater Erinnerung mit Hilfe von Gruppendiskussionen zu den Themen Holocaust, Vertreibung und Europa in Deutschland, Polen und Österreich erforscht. Dieser Schwerpunkt wird in Kooperation mit Harald Welzer (KWI Essen) durchgeführt. Zum anderen stellt sich in die Frage nach den Wechselwirkungen zwischen der zunehmenden rechtlichen Integration Europas, den Implikationen allgemeiner Menschenrechte und der Erinnerungspolitik. Es soll geklärt werden, wie dieser neue europäische Legalismus im Kontext einer kosmopolitisierten Souveränität einzelner europäischer Nationalstaaten (Deutschland, Österreich und Polen) Erinnerungspolitik "juridifiziert" oder, umgekehrt, kosmopolitische rechtliche Normen in erinnertem Unrecht gründen.
